New MacBook can't get Postgres to work

I have tried home brew installing, installing it regularly. gone through every solution that this forum has and still cannot find a solution.
I believe it is my data cluster not being setup properly, either way I cannot find a solution to that problem either.
Any help is appreciated, thank you!
