You will want to do this as a custom report.

Choose Tournament Cash Player Statistics as the section and give your report a name.

Add Player, VP$IP and PFR to the report from the bottom left. Click the Filters button, uncheck Filter on Active Player and click simple filters. Go to the tournaments tab, choose the blind level you want, add it to the filters list and click ok. Save and run the report. The average VPIP and PFR for the entire group will be on the summary line at the very bottom of the report. You can compare that against your own numbers by finding yourself in the player list.

Yes.
Click the Filters link again.
This time, don't click the Simple Filters link, add a Filter Expression:
cnt_hands > 0

Unfortunately in Beta 25 this will not validate due to an error in the filter validation code which will be fixed for the next release. If you are using Build 4 it should work fine.
If you have Beta 25 you can install build 4 to a different folder, create your report there and Export it then Import it to the Beta 25 installation. Once the filter has been added it will be fine, it's just that in Beta 25 you can't add it..
