After you download a file what directory does it go in? I looked under the PT3 directory but didn't really see anything

You don't have to put it anywhere specific, just save it somewhere on your computer that you can find it again.
The in PT3 go to the Reports tab (if it's a report) and click 'Import', or Configure -> Configure Stats window / Statistics tab and click 'Import' if it's a statistic.
